Legal Problems of Information Security and Personal Data Protection in the Activity of a Digital Parliament

Digital parliaments increasingly rely on cloud systems, automated tools, and remote legislative operations worldwide. This shift raises significant legal problems concerning information security and personal data protection. This research examines legal responsibility, parliamentary privilege, and accountability within digital parliamentary systems specifically. It asks how existing legal frameworks address these obligations and what reforms could close accountability gaps. Using qualitative doctrinal analysis, this research examines statutes, scholarly literature, and comparative parliamentary practices. Findings reveal fragmented legal responsibility, privilege-security conflicts, outdated statutory definitions, and weak accountability mechanisms across jurisdictions. Transparency obligations further complicate data protection, while limited international standardization leaves citizens with inconsistent protection. These findings challenge conventional data protection theory, which assumes centralized institutional accountability and consistent regulatory access. This research contributes practical value by identifying specific legal reforms capable of strengthening digital parliamentary governance. Policymakers, regulators, and legislative institutions worldwide can apply these findings when modernizing parliamentary data protection frameworks.
